If I am a watching a topic and have selected to be notified by email when there is a new post, is it possible to turn on some setting somewhere that includes the text of the new post in the email alert?

Not at present, no.
At some point I'll poke around the code and see if I can find the part which does the emailing. If it's not too messy, I might be able to add the content from the post.
